Regions and Within ENMaR the municipalities have been the real beneficiaries of the project. Even though no municipalities were direct partners of the project, they were the vital part of the network. We, the partners, considered ourselves to be service providers for municipalities. One objective was to support regional development, so where were the regions? The project partners did not represent regions in the sense of regional authorities, therefore we followed the river basin approach of the water framework directive. We also worked across (administrative and countries) boundaries and identified the river basins of the partners as the regions taking part: the Mersey (England), the Emån (SE), the Gauja (LV), the Miño (ES) and the Weser (DE).
It was the objective to establish an interregional network of about 100 municipalities, in fact about 140 have been involved. About 50 regional workshops took place on the four core areas: tourism, spatial planning, water services, agriculture and forestry, for municipalities and local stakeholders within those regions. To exchange experiences, to evaluate regional activities, to showcase good practise examples and to develop the project findings, many partner meetings and three interregional conferences took place. According to partners’ backgrounds, main interest or special situation responsibilities for the four core areas, identified as crucial for the implementation of the water framework directive and regional development, have been assigned. So “Vides Projekti” (LV) was leading tourism, “Mersey Basin Campaign” and the “University of Manchester” (England) were leading spatial planning, the “Oldenburgisch-Ostfriesischer Wasserverband” (DE) was responsible for water services and the “Emåförbundet” together with the “Universidad Santiago de Compostela” were responsible for agriculture and forestry. But still every partner, and therefore every region, was working on every subject. Of course results are public and are provided to all interested bodies, e.g. through newsletters and this web site.
